Pat Cummins has taken 309 Test scalps in 71 Test matches with an impressive average.
The Australian chair of selectors the selector has declared that pace spearhead Cummins will have a crucial role in the forthcoming Ashes series.
There were concerns that the 32-year-old might sit out due to a persistent back stress problem that was still troubling him.
Previous updates from the Australian camp suggested no final decision had been made regarding Cummins' participation, with the Test matches set to start on 21 November in Perth.
Bailey expressed that Cummins is "building up" and was "optimistic" about the likelihood of being involved.
"We know that the window is narrowing and various factors involved, not only his injury, but further aspects," Bailey remarked.
"It's positive. There's strong faith that he's going to play a significant role. With luck starting in Perth. If not, we'll adjust."
Past Concerns
The captain missed the white-ball matches against New Zealand and India last month after scans revealed a lumbar bone stress.
He has a history of recurring issues, with flare-ups in several earlier campaigns leading to absences from multiple domestic campaigns in a limited period.
The bowler mentioned he would be proactive in his approach in his comeback strategy to ensure his availability for the contest.
Bailey noted that it was unclear if the captain had resumed bowling as part of his comeback but admitted it was "pressing" for him to recover fully for the opener.
Contingency Plans
Should Cummins not be fit, veteran batsman Smith will lead the side.
The talented all-rounder was recently pulled out from the ODI lineup for their one-day international series against the Asian giants as a precautionary measure because of an abdominal issue.
Bailey described it as a "slight concern and confirmed that Green will play in the domestic first-class competition, so will be "ideally positioned to deliver overs."
"Considerable effort has gone into building out the plan for him to participate for the initial game as an batting and bowling option," he elaborated.
"His involvement was limited to the first two ODIs regardless. His aggressive style the cricket bat in white-ball cricket, if it causes any delay for another day, we opted to take a cautious route."
